The pace bowler has secured over 300 dismissals in 71 Test matches with an average of 22.10.
The Australian chief selector the selector has declared that skipper Cummins will play a "major part" in the forthcoming Ashes series.
Rumors had circulated that the 32-year-old might be unavailable due to a stress fracture in his back that remained unresolved.
Previous updates from team management suggested no definitive call had been made regarding Cummins' participation, with the extended contest kicking off on 21 November in Western Australia.
Bailey expressed that Cummins is "building up" and was "optimistic" about the prospects of being involved.
"It's clear that the clock is ticking and various factors around that, not only the physical problem, but additional elements," the selector added.
"The outlook is good. We firmly believe that he's going to play a key capacity. With luck from the opening match. If not, we'll reassess."
Previous Setbacks
He was sidelined the ODI and T20 games against India and New Zealand last month after medical tests showed a lumbar bone stress.
He has a history of spinal problems, with recurrences in several earlier campaigns forcing him out of multiple domestic campaigns in a limited period.
Cummins stated he would be proactive in his approach in his comeback strategy to ensure his availability for the Ashes.
He mentioned that he did not know if he had started his bowling workouts as part of his comeback but admitted it was "pressing" for him to recover fully for the opener.
Backup Options
If he's unavailable, former captain Steve Smith will assume leadership.
All-rounder Cameron Green was excluded lately from Australia's squad for their limited-overs matches against India as a precautionary measure because of an abdominal issue.
He labeled it as a "slight concern and confirmed that Green will play in the state-level matches, so will be "ideally positioned to be ready to bowl."
"Considerable effort has gone into developing the strategy for him to participate for the opening match as an batting and bowling option," Bailey explained.
"His involvement was limited to the initial matches anyway. His aggressive style the cricket bat in white-ball cricket, even if it just sets him back for a short period, we opted to adopt a safer strategy."
